Tri Pointe Homes Raleigh is looking for an experienced individual to join our talented group as a Land Entitlements Manager.

 

Position Highlights: The Land Entitlements Manager will oversee the due diligence, planning, engineering, and land entitlement processes for new communities. This position works closely with the land acquisition and land development functions to optimize the economic opportunity of each community.

Position Responsibilities:

  • Oversee due diligence for new land acquisitions. Order third-party reports, review documents related to zoning, plats, development and utility agreements, title reports, fees, HOA, etc.
  • Assist with retaining and coordinating the various consultants involved (i.e., land planners, civil engineers, landscape architects, surveyors, zoning attorneys). Prepare budgets and schedules for due diligence and entitlement activities
  • Coordinate the preparation of land plans and thematic design concepts for new residential communities. Collaborate with internal and external stakeholders. Consider budget factors to deliver quality communities without financial waste
  • Manage consultants and municipalities to ensure zoning and engineering submittals are approved on time and to proper specifications
  • Assess project risk as it relates to budgets, schedules, and threshold deal assumptions
  • Meet with municipal and utility staff involved in the review of applications for annexation, zoning, general plan amendments, preliminary plats, improvement plans, and final plans. Represent Company at planning commission and city council meetings
  • Ensure accurate work related to lot fit, plot plans, and development standards
  • Oversee and coordinate the approval processes from governmental agencies such as Federal 404, FEMA CLOMR/LOMR, CAWS, CAGRD, RWCD
  • Negotiate development agreements, cost-share agreements, construction licenses, easements, use permits, and other necessary approvals and permissions
  • Collaborate with the set-up of community associations (HOA’s), articles, by-laws, CC&R’s, design guidelines, reserve studies, budgets
  • Provide regular reporting on progress on entitlement projects
  • Assist with other department projects as needed

  

Position Qualifications:

  • Must have an Associate’s degree. The preferred candidate will have a bachelor’s and/or master’s degree in a relevant field
  • A minimum of 5 years of experience is required. Preferred experience in the following: land planning, engineering, landscape architecture, real estate development, construction management
  • A detail-oriented person with a passion for seeing great new communities designed and delivered to the market on schedule and budget
  • Proven track record of getting things done and advancing projects
  • Critical thinker and problem solver
  • Ability to work cooperatively in a multi-disciplinary team environment
  • Ability to professionally represent the Company
  • Ability to multi-task and be self-directed in a fast-paced environment
  • Good team player, enthusiastic, with a positive can-do attitude
  • Strong knowledge, skills, and competency in what goes into making great residential communities happen for a homebuilder (community design, engineering, zoning, processes, and approvals needed)
  • Familiarity with and ability to read zoning documents, engineered improvement plans, final plats, surveys, legal agreements, title reports
  • Ability to manage schedules and budgets
  • Excellent written and verbal communication skills
  • Computer literate – ability and experience in MS Office (Word, Excel, PowerPoint), Outlook
  • Functionality in other computer applications an asset (MS Project, Google Earth, CADD)
