In this role, you will be responsible for overseeing all aspects of land development projects, including site evaluation, land acquisition, and project management. You will work closely with internal teams and external stakeholders to ensure the successful completion of projects on time and within budget. Responsibilities

Land Acquisition Support

  • Reviews all property boundary surveys, title commitments, easements and other issues that may affect the purchase and development of the property prior to closing, with legal counsel. 
  • Coordinates all due diligence efforts including market research and feasibility package requirements for Company President, stakeholders and lenders.
  • Assists EVP in the long term (3 plus years) planning to ensure land acquisition goals are achieved.

Land Approval and Entitlement Process

  • Prepares preliminary development budgets based on preliminary land plan, prior to the expiration of the feasibility period. 
  • Assists EVP by occasionally attending neighborhood, public hearings, planning commission meetings, city council meetings and other regulatory meetings to have complete approvals for land development.
  • Works with the EVP and Architect on project design requirements and recommendations for each new land acquisition, based on the development parameters. 
  • Coordinates negotiations with City Developer Agreements with Company Legal counsel and City, review same with EVP. 

Land Development Process

  • Recruits and hires Geotechnical, environmental, and civil engineers, land planners, consultants and other experts necessary to prepare subdivision plans for government approval.
  • Prepares preliminary plans, analyzes potential lot counts and subdivision street layout, engineering costs, development estimates and coordinates market research during the feasibility period.
  • Coordinates, bids and approves all improvement estimates for grading, water, sewer, street and paving contractors.  Obtains a minimum of three bids for each portion of the work.  Prepares contracts for EVP execution.
  • Approves all payment submissions and invoices and provides to the accounting department for payment on a bi-monthly basis.  Ensures lien waivers are obtained for each invoice and retainage (5% minimum) is withheld from all payments until completion of the improvements and release by the city.
  • Coordinates the design and installation of all public and private small utilities i.e.: cable, telephone, gas and power.  Provides drawings and plans to the Company Leadership Team and VP of Construction as required.
  • Acts as the Company’s liaison with each community’s and city staff for coordination of initial model building permits, construction start and general troubleshooting.
  • Prepares detailed schedules of development outlining expected timelines of each portion of the improvements, updates the same each month.
  • Prepares detailed lot cost budgets and prepares written backup of each line item.  Updates lot cost budgets and provides them to the President at the beginning of each month.  Works to deliver final lot costs in accordance with the original feasibility budget.  Explains any variances from the original budget.  Interfaces with CFO and President on monthly lot cost changes.
  • Attends all pre-construction and site meetings with land development trade contractors, utilities, and government officials as necessary.
  • Maintains current and up to date red line plans for all construction improvements.  Works with engineers to ensure improvements are being installed per approved plans and approved contracts.
  • Obtains punch list for bond release in each community. Ensures letters of credit and sureties are released from each city government as soon as possible.
  • Performs inspections with Houseline staff for turnover of improvements. Monitors all community development and construction progress, and coordinates development work with construction staff in each community.
  • Coordinates Bi-monthly new community meetings to insure all depts. Have the necessary information, and that all depts. are meeting the scheduled dates in each new community. 
  • Required to attend Planning Department and City Council Meetings, Monthly Lot Cost Meeting with EVP and New Community Planning Meetings.

Education/Licenses 

  • Required Experience: Prior land development and entitlement experience.
  • Continuing Education: Non Required
  • Recommended: Excel or budget spreadsheet skills, Safety and SWPPP Training
  • Minimum of High School Diploma 
  • Valid Driver's License
